Deputy Director, Finance and Accounts
Job Specifications
The duties and responsibilities entail the following:
- Developing and coordinating implementation of finance strategies, performance contract and Departmental workplans;
- Coordinating the development, execution and monitoring of Medium-Term Plan (MTP) and annual budgets;
- Coordinating the preparation and verification of management and statutory financial reports in compliance with financial legislations, regulations and standards;
- Interpretating and monitoring implementation of Financial Policies and procedures, applicable regulations, Government Circulars, and letters of instruction in collaboration with the parent Ministry, National Treasury and other Government Agencies;
- Developing supplementary financial policies and procedures, and reviewing finance processes and Quality Management Systems for enhanced internal controls and risk management;
- Coordinating the development, review and implementation of credit policy for optimal performance of the Council’s revenue streams;
- Monitoring the implementation of tax regulations and providing technical advice for compliance;
- Overseeing the Council’s treasury management function on financial investments, cash flow management and maintaining an inventory of the Council’s bank accounts, approved signatories and authorized bank agents;
- Developing and coordinating the implementation of assets management policies and procedures to safeguard KNEC assets;
- Coordinating the development of a reliable system of accounting for management of accounting transactions, costing and pricing mechanisms of various services and products of the Council;
- Managing the competency development and performance of the direct reports for succession planning.
Person Specifications
For appointment to this grade, an officer must have:
- Cumulative service period of fifteen (15) year’s work experience, three (3) of which should have been in the Grade of Assistant Director Finance and Accounts or in a comparable position.
- Bachelor’s degree in any of the following disciplines: Finance, Accounts, Commerce (Finance Option), Business Administration, Business Management, Economics or its equivalent from a recognised institution;
- Master’s degree in any of the following: Economics, Commerce (Finance Option) Business Administration, Business Management, Finance, Accounts; or its equivalent from a recognised institution;
- Certified Public Accountant CPA (K) or Association of Certified Chartered Accountant (ACCA);
- Registered member with the Institute of Certified Public Accountants of Kenya (ICPAK) in good standing;
- Leadership Course lasting not less than four (4) weeks from a recognized institution.
- Proficiency in computer application;
- Shown merit and ability as reflected in work performance and results.
